Pre-Sales Diagnostics (PSD) explained simply
THE Pre-sales diagnostics (DPV) is a new official device presented at the Paris Nautic Show 2025 by the Nautical Industries Federation, in partnership with DGAMPA and France Assureurs.
Its objective is clear: A better framework for the sale of second-hand boats, providing reliable, consistent information on the condition of the boat before the transaction.
Which boats are affected?
The DPV mainly concerns :
👉 pleasure craft up to 12 metres,
👉 and in priority the units of less than 9 metres, which are not generally subject to conventional marine surveys.
It therefore targets the vast majority of the second-hand market, where sales are often made without a structured diagnosis.
BatObilan pre-sale diagnosis, a simpler, faster, safer sale
A clear, structured and shareable report, produced before the sale. The objective is simple:
reduce uncertainty, speed up decision-making and limit post-transaction surprises.
When two diagnostics are carried out on comparable boats, they are based on the same criteria and offer a coherent and consistent reading.
This gives buyers and sellers a common basis for analysis, based on objective findings rather than subjective impressions.
What value does the VPD have in a sale?
The DPV has a strong informative value.
🔹 For the seller It allows you to present your boat with an objective, reassuring and official document.
🔹 For the buyer It gives you a clearer picture of the boat's condition before you commit, so there are fewer unpleasant surprises.
The report is valid for 6 months and must be renewed for each new sale.
Pre-sale diagnosis is a voluntary service. Any price estimate is a separate service, offered as an option, and does not form part of the diagnosis.
What you actually gain
Practical, clear and saleable.
-
✔Increased confidenceA buyer moves faster when the state of the boat is presented in a structured way.
-
✔Fewer vague negotiationsIssues are raised before serious visits, not afterwards.
-
✔Factual analysis for insurance purposesA dated, structured inventory of fixtures that can be used as a factual basis for discussions with an insurer or third party.
You retain control over the sharing of the relationship with buyers.
What pre-sales diagnosis covers
Structured visual inspection of key elements, according to a common reference framework (typology and adapted control points).
-
1Hull and superstructureVisible general condition, apparent defects and points for attention.
-
2Propulsion and essential equipmentVisual observations, overall coherence, apparent anomalies.
-
3Basic safety and complianceChecks on the elements required for a serious sale.
-
4Useful documents and informationWhat needs to be ready for a clear and clean transaction.
What it's not
To avoid confusion, let's be clear right away.
-
✖It's not a complete appraisalThis is a complete visual inspection of the boat.
-
✖This is not a guaranteeIt's a structured photograph at a given moment in time.
-
✖This is not an estimate of integrated valueThe diagnosis does not set a selling price. However, a valuation analysis can be carried out as an option, separately from the pre-sale diagnosis (see below).
If a complete and recent survey already exists, pre-sale diagnosis may not be necessary, depending on the context.
